The Rehabilitation Fund
What is the 5% Fund?
The fund is financed by a contribution equivalent to 5% of the gross production
from every mining cooperative operating in South Kivu Province. Additional
financial resources can come from internal sources (sale of committee products
) and external sources (donations, grants, contributions from mining
companies, and external financing ).
Fund Management
The rehabilitation fund is managed autonomously. It is independent of public
finance accounting and does not pass through the Treasury account. The bank
account holding the 5% contribution is managed by the Provincial Minister in
charge of Mines and the Head of the Provincial Division of Mines. The
committee’s operating budget is subject to the approval of the Provincial
Minister in charge of Mines.
Allocation
All funds collected from the 5% contribution are allocated according to a strict distribution key:
- 70%: Exclusively used for mining environment rehabilitation projects in
South Kivu.
- 20%: Allocated for the operating costs of the CSAREM-SK Committee.
- 10%: Allocated for the operating costs of the B.P.E.M (Bureau for
Environmental Protection in Mining) of the Provincial Division of Mines.
